There are many prebuilt services out there. Just search for 'usa vpn' and you'll get a ton.
If you're after something to stream the likes of Hulu and Netflix, setting up your own VPN on a VPS might be a good idea. I've used services in the past whose IP addresses end up being flagged as VPN services and deny content. A private VPS should have a unique IP that should work fine.

Signed up a couple weeks ago for BolehVPN. So far so good. Great speeds using the full VPN with UTorrent. Depends on the torrent, but the speeds are comparable to what i was getting from the newsgroups.
With the new six strikes deal going on with the major ISP's i wont grab torrents without one.
Read the reviews at Torrent Freak and elsewhere, but after reading some discussion at Wilders Security forums, i tried 3 different VPN's. Settled on BolehVPN after some issues connecting wit the other 2.
They have a 3 day signup for a few bucks which i tried and then i went with their 6 month plan. Good luck with your choice.
Havent given up totally on usenet, but since the Matrix went away, it hsnt been the same for me. Maybe an invite to a decent indexer might change things, but so far im still having issues with both Sickbeard, NZBDrone and Couch Potato.

the thing is, no USP that I know of logs what you download. Just how much. So the most any interested party could see is you downloaded N gigabytes of data, but not what that represents. If you connect over SSL, that makes it hard for even a MITM to see what you're downloading.
But, if you don't trust the USP, a VPN isn't going to help because you have to have an account and pay for it somehow. So even if you only download through the VPN, they still have your name and billing address.
Unless, you know, you find a way to pay anonymously too. Which can be done but is beyond the scope of this reply.
